Article 47

All Spanish people have the right to enjoy decent and adequate housing. The public authorities shall promote the necessary conditions and establish appropriate standards for realizing this right, regulating the use of land in accordance with the general interest to prevent speculation.



The community will participate in the benefits accruing from the town-planning policies of public bodies.
